Corinne Isaak, Executive Director

Born and raised in Seattle, WA, Corinne graduated from Shorewood High School in 1988. She headed for Pullman, WA and graduated in 1991 with a BA in Humanities-English/Business and a BA in Education in 1992. For the last 32 years, she and her husband, Brian Isaak, have lived in Coulee City, WA where they farm and love raising their 5 children. Corinne started her career as the ACH High School English teacher in Hartline then transitioned to marketing and philanthropic endeavors over the last two decades. She has devoted her time and talents to building community programs and serves on a variety of boards that promote the Columbia Basin. In 2004, she joined the CBF Board and served for 11 years before becoming the Director of Communications for the Foundation. In 2020, she was named the CBF executive director. Currently, she serves on the ACH Foundation, Coulee City Chamber of Commerce, Coulee City PTO, DNA Academy, Ephrata Rotary, and Grant County Tourism. In her spare time, she directs the Coulee Kids’ Community Choir, organizes the Cow Pie Jog and the Coulee City Youth weekly meal program. With a philanthropic heart, she pursues her professional passion to enrich and improve the lives of people in the Columbia Basin and beyond.

Jacquie Hunt, Finance Director

Jacquie married Rusty, a wheat and cattle rancher in 1993 and after starting their family she decided to leave the banking world to raise kids, Cady and Charlie. Volunteer became her name for the next 20+ years. Life was full with PTO, State & National Grange, 4-H, Church, Community and two very involved children. Managing farm life included pulling rye early in the morning to burning the midnight oil balancing the books with many chores in between.

This farm girl was substitute teaching and managing Sun Lakes Park Resort gift shop for the last 12 years as well. When Corinne Isaak asked if she would ever consider working at the Columbia Basin Foundation, as a Finance Director, she decided it was a great time to finish the sentence “when I grow up I want to be….”. Life is an adventure with daily opportunities to enrich the lives of others and in turn enrich our own.So glad to be on this journey with the Columbia Basin Foundation.

Kristen Elder

Kristen Elder, Scholarship Director/Community Engagement Coordinator

Born in Ojai, California, and raised in Almira, Washington, Kristen Elder has spent her life residing in a rural setting. She graduated from ACH High School in 1995. Following graduation, she attended EWU and graduated with a BA in Education and Social Sciences. In 2002, she married Matt Elder, a native of Hartline and now have three children. Elder keeps busy raising her family, volunteering, and supporting youth activities in her community. Before joining the CBF team, Elder spent two decades working in education as the ACH High School English teacher. Currently, she is the ACH Foundation Auction Chair, ACH Youth Sports Director, and Almira Community Church AWANA/Children’s Christmas Program Leader. Elder has a passion for community and philanthropy.

Jennifer DeChenne

Jennifer DeChenne, CBF Accountant

Jennifer DeChenne was raised in Ephrata graduated from Ephrata High School in 1991. She earned a BA with an emphasis in accounting from Washington State University in 1995. After spending six years in public accounting, she began working for her family business, The Grant County Journal, where she spent 22 years. She currently serves on boards with the Ephrata Rotary Club, Tiger Boosters and Friends of the Ephrata Library. Jennifer and her husband Jason have two children, McCall and Beau, who are both college students. DeChenne enjoys spending time with her family and always makes time to cheer on the Cougs! Go Cougs!


CBF Board of Directors / Officers

The Board of Directors of the Foundation consists of private citizens who are chosen to be representatives of the public interest and for their knowledge of the community and our region. The 9 to 15 Directors are members of the various communities served by the Foundation. They serve staggered three year terms. Our board of volunteers currently represent the following communities: Coulee City, Ephrata, Moses Lake, Othello and Quincy.

Annette Lovitt, Board member

Annette joined the board in 2021.
Annette believes in giving back to her community, trying to make her “little part of the world the best place possible”. Annette is the Community Relations Coordinator/Public Affairs Officer for Grant PUD where she has been employed since 1997. She was raised in Moses Lake, raised her family in Ephrata and has recently relocated to Coulee City. Annette graduated from Moses Lake High School, received her Associate’s degree from Big Bend Community College and her B.S. in Accounting from Central Washington University. She is married with five grown children and two grandchildren. In giving back to Grant County, she has served on the Moses Lake Chamber of Commerce board, including chairman of the board in 2020, she is a current member of Ephrata Rotary, she was on the Big Bend Foundation Board and is active in the PUD Employee Association. In her free time, besides spending time with her family, she loves getting stamps in her passport, SCUBA diving, boating on Banks Lake and skiing.

Huc Dilling, Secretary

Huc joined the board in 2007.
Huc has been in various management roles and Retail Agronomy Sales for CHS-Sun Basin Growers for the last 19 years. Huc was born and raised on a farm just north of Moses Lake. After graduating from Moses Lake High School, he went on to Washington State University where he graduated with a BS degree in Agronomy. Huc is married to Laurie; they have lived in Ephrata since 1997 and have 4 awesome kids (3 grown children and one high school senior). Along with currently serving on the CBF Board, Huc has served as president of Upper Valley Summer Swim League and the Ephrata Summer Swim team as well as the Big Bend Agriculture Advisory Board. In his free time, Huc enjoys spending time with his family, wood working and outdoor activities. Go Cougs!

Jean Frazier, Treasurer

Jean joined the board in 2011.
Jean was born in Seattle.  Her family moved to Ephrata, and she entered second grade at St Rose of Lima School.  She is a graduate of Ephrata High School, Big Bend Community College and received a Bachelor of Science Degree in Accounting from Central Washington State College (before it became a university).

Upon graduation, she returned to Ephrata and went to work for Roger B Palmer, CPA.  Upon his retirement, she continued working for J R Newhouse & Co. July 1, 2000, she formed her own accounting firm Jean K Frazier, CPA and continues working with individuals, businesses, and estates in areas of accounting and bookkeeping, financial statement preparation, and income tax services.

Jean is a member of the WSCPA, AICPA, 30-year member of the Rotary Club of Ephrata, treasurer for the Ephrata Consolidated Food Bank and Columbia Basin Foundation plus an active member of several other organizations.

Jean is married to Larry going on forty years. They have two children, Andrew and Emily, and currently have seven grandchildren.

Tom Moncrief, Board Member

Tom joined the board in 2006. 
He has been an independent insurance agent since 1984. He is currently owner/broker at Clear Choice Realty. Tom is married to his wife, Terri, and they have two grown children, who are also both married. He has three grandchildren. Tom enjoys volunteering and helping others in many capacities within his church and the community of Ephrata.

Stephen Reagan, board member

Stephen joined the board in 2016.
He is an attorney who practices law in Ephrata, WA. Although he grew up in Iowa, he made Central Washington his home almost a decade ago. Being surrounded by agriculture his entire life, Stephen found Central Washington a perfect fit for his family. Having four amazing children, he appreciates the fact that there are those in the community who seek for opportunities to support and recognize our local youth. In an effort to give back to the community, Stephen feels strongly that his work with the Columbia Basin Foundation will not only provide service to the members of our community, but also to assist those looking to give back and support others who are deserving or otherwise in need of assistance and recognition. Stephen enjoys golfing, fishing, and many other outdoor activities that are readily available in the Basin.


Moses Lake

Wendy Mickelsen, board member

Wendy joined the board in 2010.
Wendy was born and raised on the west side in Chehalis, Washington. She has lived with her family in the Moses Lake/Ephrata area since 2002. Wendy graduated from Washington State University with a degree in Psychology in 1993. She has been a licensed attorney since 1996, having graduated from Northwestern School of Law of Lewis & Clark College in Portland, Oregon. For many years, Wendy was able to follow her heart, spending most of her time and energy raising her 3 active daughters. However, she recently returned to the practice of law in Ephrata as Of Counsel at Moberg, Rathbone & Kearns (formerly Jerry Moberg & Associates). Her husband, Denny, is a third-generation dairy farmer with his father and brother. Her daughters have attended school in Ephrata, and have thrived under the blessings of growing up in a small, close-knit community.

James Shank, vice president

James joined the board in 2019.
James is currently a Financial Advisor with Edward Jones; before that, he was a teacher in the Moses Lake School District. He loves this community and is passionate about working to improve this area that we call home. James volunteers in many activities in addition to the Columbia Basin Foundation and believes in community service. He chose to be on the CBF Board to inspire and set an example for others who are looking for ways to contribute to our area's well being. James and Dorian have two kids, Jacob and Karlye; Jacob is in his third year at CWU and Karlye is in her first year at DigiPen Institute of Technology in Redmond, WA. After high school, James joined the Army and was stationed at Ft. Lewis, WA. Upon completion of his military commitment, James attended Tacoma Community College earning an A.A.S. degree; he then transferred to CWU to complete his B.A. in Social Studies Education. While attending TCC, James served as the ASTCC Student Body President and received the Ellen Pinto student of the year award. James and Dorian were married in July 1998.


Othello

Lynda Bowers, Board member

Lynda joined the board in 2016.
After having been raised in Tekoa, WA, she moved to Othello, WA when she was in high school. She graduated from OHS, WSU, and received her master’s degree from EWSU. As a teacher in the Othello School District for 31 years, Lynda received the “Teacher of the Year” awards from the Chamber of Commerce and Walmart. She currently manages her own farming business. Lynda has volunteered with numerous non-profit organizations, such as: Othello Beautification, Othello Senior Center, Beta, Chairman of the Miss Rodeo Washington Pageant, and a Judge for many area Jr. Miss Competitions. Serving on the board of the Othello Community Hospital is especially dear to her heart as her grandparents were instrumental in establishing the hospital. Lynda has two children, Todd and Alexis, and two grandchildren, Alexi and Thomas. She enjoys spending time with her family. Lynda has traveled to China, Laos, Thailand, and Mexico. She enjoys traveling and has visited many areas around the US. She enjoys working toward improving her community and schools.


Quincy

David Thomsen

David Thomsen, President

David joined the board in 2017.
David Thomsen has strong roots in eastern Washington. Raised in Mansfield, WA, he left the wheat fields of central Washington and headed for the Palouse where he graduated from WSU with a BA in Business Administration. He currently resides in Quincy, WA, where he is the principal in charge at CLA. He enjoys traveling, hunting, and watching his children’s events. He has more than 20 years of accounting experience in public accounting field working with many agricultural clients. He stays active in his community as the Quincy Rotary Treasurer and Quincy Booster Club President.

Tom Overcast, Board member

Tom joined the board in 2009.
He has practiced law since 1985 with his main office (Overcast Law Offices, PS) located in Wenatchee with a second office in Quincy. His practice is limited almost exclusively to estate planning and probate, agricultural matters and business/corporate representation having represented clients from all over North Central Washington and the Columbia Basin. Tom grew up in Quincy and graduated from Quincy High School. He received his undergraduate and Master's degrees (both in psychology) from Western Washington University and his law degree and PhD. in psychology from the University of Nebraska - Lincoln. He raised his family in Edmonds, Washington, before returning to the "good" side of the Cascades in 2001. His wife, Kay Kenyon, is a successful full-time novelist. In their free time they enjoy some golf, travel, and grandchildren. Tom's idea of a good day is a book, fresh coffee and a free day to read - or a long day on his motorcycle. Having previously served terms on the Board of Directors of the Wenatchee Valley Senior Activity Center, the Hospice Foundation of North Central Washington and the Quincy Valley Chamber of Commerce, Tom believes strongly in the mission of Columbia Basin Foundation and in giving back to the community that was instrumental in the trajectory of his life.
